Fresno Regional Public Transportation Infrastructure Study
Fresno, California Transportation and Land Use Planning Policy Analysis

Spatial Dynamics is part of a team contracted by the Council of Fresno County Governments to evaluate existing and future land use patterns in selected areas of Fresno County. The purpose of the project was to evaluate mobility needs and opportunities, and to identify strategies for public transit and transit supportive infrastructure development that will result in wider acceptance and use of non automobile transportation modes such as public transit, bicycle and pedestrian travel. In addition to the development of viable alternative public transportation options for Fresno County, the study hopes to develop ridership projections and cost estimates for various scenarios that will be used to establish a long-range plan leading to optimum connectivity within the region.

Spatial Dynamics provided GIS analysis and support to provide the team an effective set of tools to make informed decisions, and for presentation to technical and policy advisory committees. This was accomplished through utilization and analysis of existing parcel based GIS data and aerial orthophotography with minimal new data development. The scope of the project included an assessment of transit supportive infrastructure to identify a number of key travel corridors with emphasis on how current and future land use compliment these corridors. The results of this analysis are intended to provide an examination of growth patterns and how they relate to current policies. Once the travel corridors were identified, the team undertook a detailed assessment of 28 potential transit stops within a ½ mile street network distance of each stop. The assessments included street connectivity, sidewalks, bicycle lanes and paths, intersection conditions for pedestrians and bicyclists, transit stop conditions, barriers, and existing and future land use. Order of magnitude cost estimates for transit stop and corridor improvements will be presented to the steering committee; and a final technical memorandum and assessment report will be prepared.
